    A law that takes effect July 1 requires Virginia communities to offer low-cost rabies vaccinations for pets every other year. The state has had one human case of rabies in the past six years, but many cases are documented in wild and domestic animals annually, with 184 to date in 2013. Raccoons, bats, bears and horses are among the species infected so far this year.     Maine law allows the inclusion of animals under temporary and permanent protection orders in cases of domestic violence, including dogs, cats, horses and other farm animals. Abuse victims routinely cite fear for the safety of pets as a reason they remain in abusive situations. Nearly 63% of Maine homes have at least one pet, according to the AVMA, and domestic abusers often threaten to harm or kill a pet to manipulate a spouse or partner and children.
