With less than a week for federal lawmakers to reach a deal to avoid the "fiscal cliff," educators nationwide are preparing for the worst. However, federally funded programs, such as Title I, are forward-funded -- which means that grants for those programs would not be cut until the next school year. The impact-aid program, however, would be cut sooner, and the timing of the federal negotiations could make local budget decisions more difficult.
